I would do a lot of research and put some real thought into it. Most people who bring it up again without a good well thought out argument either get closed as a dupe or get down voted into oblivion.

The system currently takes the assumption that the more rep you have, the more time you spent on the site, so the more you know how it works (and supposed to work)

It's quite sufficient if it works more than 90% of times. It shouldn't has to work all the time.
 
@KevinGuan The cases where it doesn't work is of user that are very good at moderation but don't have enough rep to do it properly.

My fave comment on there was something like "I thought we were posting knowledge, not code" which makes perfect sense to me. How do you apply a licence to tiny snippets of code like x = 5;.

Especially in python (no idea if other languages does that). There is PEP8 that encourges users to use same standarts. When I write Tkinter code, it literally is the same with someone else's code.
 
Also, I'm not sure you can license snippets in Europe. Complete software is obviously fine (such as ones on CodeReview)
