When I1 goes high:
O1 goes high
0.25 second delay then O2 goes high

When I2 goes high:
O3 goes high
0.25 second delay then O4 goes high

Can WE do it? how soon can WE have it done? I will hook up transistors to the out puts to drive the lights, but we can use a single LED (with current limiting resistor) to test it.
