You should be using the same methods as the desktop version, but listening for touch events instead of mouse events

Q: Feedback on JS that drags elements around page and saves styles to localStorage?

CharlieI created a script to allow a user to drag a div around the page and save it's position and style to localStorage, and I'm wondering if there's anything I can do to make the script more efficient. If you change stuff you want POST
If you just retrieve stuff you want GET
If your request contains anything not suitable for a server logfile (such as passwords or credit card numbers) you need to use POST

I think even if you did manage to get a timer to run, the problem is that the browser won't redraw when it's not focused.

Largely, you are subject to the processing power and sensitivity available, especially on older phones (such as mine!) likely to be running Android 2.3.

Have you tried building a bare-bones page, with just the required code and nothing else? It may not be your code that is the bottleneck.
