See but the issue is, he could understand and utilize web programming easily (he has in the past) but you would be blocking someone who would keep coming back continually to your site because they don't like changing something they are comfortable with.

You think one developer forgoing IE7/8 completely by being rude through implementation is going to make others want to follow suit and lose traffic? Doing it in a clear concise and respectful way, would go further to forwarding your agenda.

I will probably switch form redirecting them to getfirefox.com, to redirecting them to a dedicated page (within my web-site) where I explain why IE7/8 is a big problem and why they should consider updating their browser...

@NareshSharma ok. I suggest that you stop using mysql_* because it is softly deprecated (use PDO or mysqli). Learn the isset function php.net/manual/en/function.isset.php then echo your query and have a look at it, where you are expecting nulls you should see value,,,othervalue (note the extra commas for null values). However the first recommendation there is the most important.

I usually find it to be a good idea to do the styling early. I've made the mistake before of waiting too long, and having to redesign a lot things that were just thrown in.

When i develop i dont create the layout and then add the function. I start with unstyled forms and content and then add the look'n feel before it goes to the user. A lot of dev's like to mock stuff up with static html and swap it out.
 
@ScottyC styling the admin side beyond moving elements around the page is just wasted time in the development process
if you're a designer/developer, then sure, but functionality is king for CMS
 
that way if features get added to the scope mid way through then you dont have to do an entire fucking redesign.
 
on that note : opensource CMS'es are made by developers , for other developers
