Shaneis, you were right. It seems that SYSDATE has a time component to it too, though it's not visible in the column data in SQL developer (an Orable DB browsing too). using TRUNC(USER_ACCESS_DT) in the query fixed this. Tough this may slowdown performance, and would require to have an index on TRUNC(USER_ACCESS_DT).
