They're using the hash tag to do back buttons
they're just writing stuff after the # mark to keep track of "where you are" without actually taking you to different pages when you click links

it saves you from getting somewhere, deciding to make a bunch of changes, then realizing nothing you just did works and you can't get back to the point where it worked!

Yes, but mafia type text based doesn't convey what you are after. Most likely you'll get sucky advice for missions. Like "send people on a quest to the restaurant of the enemy boss to steal information/kidnap his daugher"
