Anyway, we have 112 for mobile phones and 999 for landlines (and 998 and 997 for fire dept. and police, and some minor ones I don't even know).
 
Anyway, 112 being the GSM standard, it works pretty much anywhere.

I don't consider C# or Java to be very good in the first place.
Python with works wonderfully.
Haskell has bracket and more, and it works nicely, too.
 
I've never used it, but I highly doubt that it's effective.

If you break backwards compatibility, you document it and increase major version number. You don't just change the code to behave drastically different and not tell anyone.
Besides, again, it's very rare to write context managers, and even more rare to require them.
